Keena was elected as the Dakota County Attorney in November 2022.  She is the first woman to serve in the position.  Keena has been with the Dakota County Attorney’s Office for 26 years, serving in multiple leadership roles including county attorney, chief deputy and criminal division head. 

As county attorney, her mission is pursuing justice and public safety, supporting crime victims, protecting children and vulnerable adults, and providing quality legal services to Dakota County.

Priorities

As Dakota County Attorney, I will continue to protect public safety by: (1) prosecuting crime; (2) collaborating with stakeholders to reduce criminal justice system involvement with those living with a mental health disorder; and (3) helping people break the cycle between their mental health and/or substance use disorder and criminal behavior.

Prosecute Crime

I will continue to protect public safety by prosecuting crime in a fair and just manner to hold people accountable for the crimes they commit; and I will ensure the rights of victims are safeguarded.

Mental Health Crisis Response

I will collaborate with stakeholders to reduce criminal justice involvement with those living with a mental illness, including the use of alternatives to law enforcement responses to 911 mental health crisis calls, the use of mobile response teams and placing a county mental health social worker in each police department.

Treatment Based Solutions

I will continue to use treatment courts and pretrial drug diversion programs to help guide people living with substance use or mental health disorders out of the criminal justice system into lives of recovery and stability.
